Chairman, John W. Temple, convened the meeting of the 澳门六合彩历史记录 Board of Trustees on the Boca Raton Campus, at 3:30 p.m. with the following members present:
Scott Adams, Nancy Blosser, William Bryant, Jorge Dominicis, E. Llwyd Ecclestone, Gerri McPherson, Virginia Miller, Pablo Paez, Sherry Plymale, John W. Temple, Norman D. Tripp, Bruce Warshal and George C. Zoley.

APPROVAL OF MINUTES - JOHN W. TEMPLE, Chairman
Handout - Minutes of October 16, 2002 meeting
A motion was made and seconded to approve the minutes from the October 16, 2002 meeting. There being no changes or corrections, the minutes were approved unanimously.

CHAIRMAN'S REPORT - JOHN W. TEMPLE, Chairman
With Amendment 11 passing, the course is still set for devolution. All programs are still the same.Vice Chairman Norman Tripp would like a trustee appointed to go further with the negotiations for the UF property on the Davie campus. The property is required if we hope to have future expansion in Davie.
A motion was made to designate a Board of Trustee representative to bring the process to conclusion with Trustee members from Broward to be a subcommittee. The motion was approved unanimously.

PRESIDENT'S REPORT - DR. RICHARD OSBURN, Interim President
Collective bargaining will probably be retained. A letter was received by the BOT showing authorization signatures from 60 percent of the faculty at 澳门六合彩历史记录 voting to stay with the current unit. A labor relations specialist is being retained to provide instruction on procedures.The increased compensation for the Foundation staff was allowed because of their major efforts in the capital campaign. Appropriate state policy on the effect on retirement still awaits a definitive opinion from the Florida Board of Education. It was specifically requested at the last meeting that the attorney for the State Board of Education be contacted for clarification and opinion but this remains an open issue.

A motion was made and seconded to approve. Motion passed unanimously. - Approval of the Razing of Existing Residence Halls to facilitate construction of student housing on the Boca Raton Campus.
A motion was made and seconded to approve. Motion passed unanimously.
- Approval of a Revised Capital Improvement Plan
A motion was made and seconded to approve. Motion passed unanimously.
- Approval of proposed plan to fund Florida's Major Gift Matching Program.
A motion was made and seconded to approve. Motion passed with 11 yes votes, 1 no vote and one abstention.
- Approval to release option lands to the 澳门六合彩历史记录 Research and Development Authority.
A motion was made and seconded to approve. Motion passed with 11 yes votes, 1 no vote and one abstention.
- Approval to Implement proposed Modifications of Research Park procedures.
A motion was made and seconded to approve. Motion passed with 12 yes votes, one abstention. - Approval to Implement Development of 澳门六合彩历史记录 Land Transactions Policy. A request was made to study and recommend Policy and Procedures as recommended by the Finance and Audit Committee.
A motion was made and seconded to approve. Motion passed unanimously.

UNIVERSITY FACULTY COUNCIL - Fred Hoffman
The faculty wants to be involved in the search process, with the ability to give feedback to the Board of Trustees on each of the candidates. Faculty salaries must remain on the forefront for the Board to address. -
UNITED FACULTY OF FLORIDA - Michael Harris
The faculty at 澳门六合彩历史记录 would like to stay with the UFF as the exclusive collective bargaining unit at the university. The faculty is ready to bargain. Over 60% have signed authorization cards.
